Background
The Humanitarian Coordination Specialist is responsible for establishing and maintaining effective coordination mechanisms, through engagement with key partners such as the United Nations Country team (UNCT), the Government, civil society, the business community, development partners and other stakeholders. The Humanitarian Coordination Specialist will provide high level policy, technical and programme planning support in matters related to humanitarian issues, including COVID-19 response and recovery efforts, with a particular focus on the most vulnerable groups including women, children, adolescent girls, youth, persons living with disabilities, refugees, regular and irregular migrants, persons living with HIV/AIDS, tuberculosis, older persons, persons in detention or in institutionalized settings, and people in informal settlements, among others.

Organizational Setting
The Humanitarian Coordination Specialist is in the Rapid Response Unit in the Office of the Resident Coordinator in South Africa. The Humanitarian Coordination Specialist reports directly to the Resident Coordinator and provides support to the work of the United Nations Country team.
S/He leads the humanitarian response efforts of the United Nations system and provides technical advice and support on humanitarian actions. The Humanitarian Coordination Specialist works in close collaboration with the team in the Office of the Resident Coordinator, including the Strategic information Advisor, the Monitoring and Evaluation Officer, and the Resources and Partnerships Officer.

Duties and Responsibilities
Establishment and Maintenance of Effective Coordination Mechanisms
  • Facilitate coordination processes at national and provincial levels, ensuring appropriate engagement with national partners, including the Global Compact Network, civil society organizations, the Solidarity Fund, youth networks and other key stakeholders in the response;
  • Support coordination of the United Nations system response to COVID-19, including the identification of needs, responses and gaps, and ensuring that the UN system efforts are integrated, and holistic;
  • Support the work of the United Nations Country Team (UNCT) in ensuring that human rights, norms and standards are integrated and maintained across response and recovery actions;
  • Identify and establish contact with all other relevant sector stakeholders including national and international organizations, and representatives of affected populations;
  • Facilitate agreement on an efficient division of labour in relation to the humanitarian response, and the assignment of responsibilities among United Nations agencies as well as non-governmental organizations (NGO’s);
  • Collaborate with stakeholders to strengthen and advocate for emergency preparedness and disaster risk reduction and to provide humanitarian assistance to crisis affected communities;
  • Advocate and coordinate with other actors to promote complementary emergency activities;
  • Supervise Programme Associate in Rapid Response Unit of the Resident Coordinator’s Office and ensure assigned tasks are completed in a timely manner, including information management and monitoring activities;

Assessment and Strategic Planning
  • Participate in scoping of humanitarian impact of emergency, ensure that multi-sectoral needs assessments are quickly initiated, and priority humanitarian needs are identified, supported, and addressed;
  • Ensure that quality assessments are completed and shared with the UNCT and partners, including key actors in the humanitarian community;
  • Advocate for and ensure the participation of affected communities in assessments, response design and implementation of humanitarian interventions and build mechanisms for accountability to affected population at all levels nationally;
  • Liaise with Inter Sectoral Working Groups to advocate for assessment results and identified needs to be addressed;
  • Conduct ongoing environmental scans as a basis for executing rapid multi-sector assessments for populations at high risk;
  • Undertake vulnerability and risk assessment, and provide technical advice and coordination support to partners on contingency planning and emergency response efforts.

Policy Dialogue and Technical Engagement
  • Participate in policy dialogue, and advocate for implementing the COVID-19 response through the lens of the triple nexus (humanitarian, development and peace);
  • Participate in inter-sectoral, U.N., and other policy and technical meetings at regional, national and provincial levels as required;
  • Provide technical assistance towards the implementation of the national COVID-19 response strategy;
  • Support the UNCT in the development and implementation of the Flash Appeal process and donor briefs;
  • Support the updating of the Common Country Analysis (CCA) and the finalization of the United Nations Sustainable Development Framework (UNSDCF), ensuring that the linkages to the COVID-19 response and recovery efforts are adequately reflected.

Information Management
  • Contribute to fostering evidence-based programing and knowledge management on humanitarian emergencies;
  • Develop systems to produce and disseminate information products (e.g. needs and activity summaries, maps of interventions and gaps) and ensure their regular availability on common online humanitarian portals;
  • Lead the preparation of briefing materials, and technical documents on the humanitarian crisis;
  • Disseminate and promote the use of state-of-the-art technical knowledge, evidence on COVID-19, including lessons learned;
  • Facilitate and make accessible, data bases on good practices and partnerships;
  • Facilitate adequate reporting and information sharing within the UNCT and across sectors;
  • Collaborate with the UN Communications group to facilitate information management, and consistent and coherent messaging regarding UN system support and engagement on COVID-19.

Monitoring, evaluation and reporting
  • Document evidence, lessons learned, success stories and gaps in the UN system response and resilience building in South Africa in an effort to improve programmes, and maintain accessible databases on best practices;
  • Support facilitation of real time evaluations;
  • Develop monthly progress reports to update on implementation of the national response to COVID-19, including humanitarian response activities;
Carry out any other duties as may be requested by the Resident Coordinator.

Required Skills and Experience
Education
Advanced degree in International Development, Health Economics, Public Health, Humanitarian Emergencies, Management, Social Policy, Medicine, International Relations, Political Affairs, or related field.

Qualifications and Experience
  • At least 7 years of increasingly responsible professional experience in managing humanitarian programmes;
  • Previous experience implementing and/or coordinating a Rapid Response mechanism is an asset;
  • Experience in multi-stakeholder co-ordination and facilitation is highly desirable;
  • Effective communication, networking and organizational skills and ability to work well in a team;
  • Ability to work well under pressure and in response to rapidly changing needs; and
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Substantive knowledge and practical experience in gender based violence in emergencies;
