Who we are
Society for Family Health (SFH) is a South African affiliate of Population Services International (PSI), an international NGO network that operates in over 50 countries. SFH in South Africa currently concentrates on issues of HIV/ AIDS with the view to strategically expand to other public health areas. As part of its HIV/AIDS control efforts, SFH is using social marketing to motivate behaviour change concerning consistent condom use, HIV testing, and other safer behaviours. SFHs is seeking to fill the exciting and challenging role of Chief of Programme.

Based in Johannesburg, the incumbent will oversee the South African programme portfolio. S/he will recommend and implement programme strategies, programs, projects, and initiatives in line with global and national priorities that help to deepen SFH’s impact and reputation amongst key stakeholders. S/he will be overall responsible for managing of all programme activities and staff. S/he will be responsible for strategic, administrative and financial oversight of all programmes and will serve as the principal institutional liaison to the donor under the leadership of the Country Representative. S/he will manage a team of senior programme staff and sub-partners and ensure quality, timeliness, and efficiency of all programmatic products and activities. When the Country Representative is out of the office, the Chief of Programme will deputise as authorised.

Key areas of responsibility will include:
1. Programme leadership and planning
  • Provide programmatic direction to the programme team.
  • Ensure strategic alignment of project objectives to country priorities.
  • Ensure achievement of programme objectives and targets.
  • Create and maintain a motivational climate within the programme team, which promotes valued and engaged employees and the development of constructive working relationships.
  • Lead and/or participate in strategic and operational project design and innovative programmatic efforts.
  • Lead and/or participate in the development of funding proposals to donors around the world.
  • Work closely with the Technical Director and D.C based technical teams to ensure, enough technical input into project design and implementation, the Quality Assurance team to ensure adequate in-put and with the finance team to ensure proper budget development, monitoring and evaluation.
  • Lead the development of annual programme goals, expected outcomes, outputs, targets and define the success of the current project portfolio of three projects as well as new ones as they get funding.

2. Contribute to organisational strategy and direction
  • Supporting the development of strategic partnerships, including representing SFH at relevant meetings and events.
  • Produce regular reports on programme performance to inform decision-making.
  • Develop strategic partnerships with other NGOs, private and public sector and, represent SFH at all high -level relevant meetings and events.
  • Develop and maintain excellent relations with SA Government leadership and other external stakeholders to ensure optimal coordination and strong partnerships
  • Work closely with the Government of SA and other relevant institutions to ensure buy-in and sustainability of the interventions carried-out by SFH.
  • Lead the management and coordination of local organisations and private sector partners.

3. Monitoring, Evaluation and Impact Assessment
  • Overall responsibility for donor reports in collaboration with Technical Director, Director of Finance and Administration and Country Representative.
  • Coordinate and review donor reports, including financial and other reports as required by donors and PSI.
  • Ensure the effective use and coordination of donor resources and the compliance of the financial systems and controls with relevant donor standards.
  • Identify opportunities for increased efficiencies and cost effectiveness and ensure best value for money
  • Coordinate and share best practices and lessons learned documentation.

4. Operational Management

  • Develop annual work-plans.
  • Ensure high-quality programmatic reports.
  • Produce programmatic content for a diversity of channels.

5. People and relationship management

  • Coach and motivate project managers and project teams to deliver project that meet client requirements and desires.
  • Recruit and orient programme staff.
  • Foster and maintain good relationships with key stakeholders Line manage programme team staff.

  • Tertiary degree in public health or other relevant degree
  • At least eight years’ senior management experience, three of which must be leading a multi-disciplinary programme team in a large civil society organisation.
  • 10 years of demonstrated successful management of large (at least $10million annually), complex, donor-funded HIV/AIDS programs within non-governmental organisations or private sector in South Africa.
  • Ideally previous experience on a project funded by PEPFAR, USAID or the Global Fund.
  • Demonstrated successful development of cohesive teams and growing the professional capacities of team members.
  • Measured and appropriate judgment, flexibility and willingness to work simultaneously on a wide range of tasks and projects.
  • High-level expertise in the development, implementation and oversight of a complex programme portfolio.
  • Demonstrated leadership in fostering successful partnership approaches and relationships among a variety of organisations/institutions including government, private sector, local NGOs, and community-based organisations
  • Must be democratic, responsive, accountable, diplomatic and transparent in all his/ her actions.
  • Experienced in programmatic risk and financial programme management.
  • Demonstrated interest in public health, programme technology, innovation, and social impact.
  • The ideal candidate should be able to think creatively and have excellent communications and interpersonal skills.
  • Analytical thinking and attention to detail and demonstrated ability to work well under pressure and tight deadlines.
  • Demonstrate humility, willingness to listen and learn in the company of colleagues as well as internal and external stakeholders.
  • Excellent, writing, presentation, and interpersonal communication skills.
  • Be willing to undertake frequent travel – at least 2 weeks a year outside South Africa and 8-12 weeks a year in South Africa.
